Executive Overview 


Mr. President, 

I am writing to bring to your immediate attention a critical national security failure under the Biden-Harris Administration that directly contributed to the near-fatal assassination attempt on your life by Thomas Matthew Crooks on July 13, 2024, at the Butler, Pennsylvania rally.


This incident, which claimed the life of patriot Corey Comperatore and injured two others, could have been prevented by the National Active Shooter Alert System (NASAS) – a real-time, GPS-precise alert technology I developed in direct response to congressional mandates. 


Despite bipartisan support for active shooter prevention measures and my repeated outreach to White House officials, the Administration dismissed NASAS, prioritizing politics over lives. This rejection not only endangered you but continues to leave Americans vulnerable to mass violence. Implementing NASAS now could thwart future threats, including against your Administration, and fulfill the bipartisan intent of the Active Shooter Alert Act (H.R. 6538). I urge swift federal adoption to save lives and enhance security. 


Background on NASAS Development 

Following the devastating 2022 mass shootings at Buffalo Tops Supermarket (10 killed) and Uvalde's Robb Elementary School (21 killed), I consulted with the Uvalde County Coroner and developed NASAS as a compliant solution to H.R. 6538, the Active Shooter Alert Act of 2022. Passed by the House on July 13, 2022 (260-169 vote) and endorsed by groups like the National Fraternal Order of Police and National Sheriffs' Association, the Act mandates a national coordinator in the Department of Justice to establish an "Active Shooter Alert Communications Network" – an AMBER Alert-style system for rapid public notifications during active shooter events. 


NASAS is a mobile app-based system enabling real-time, precise GPS alerts to users in affected areas. Key features include: 

  • Instant Notifications: Users receive geo-fenced texts or push alerts with shooter location, evacuation routes, and safety instructions. 

  • User Reporting: Allows civilians to send texts or photos to authorities, crowdsourcing intelligence to outpace threats. 

  • Integration Ready: Compatible with existing FEMA Wireless Emergency Alerts (WEAs) and law enforcement protocols, ensuring broad deployment without new infrastructure. 


A demo of NASAS is available in the attached app screenshot, showing simple "Send Text" and "Send Photo" interfaces for rapid response. This technology could have alerted rally attendees and law enforcement to Crooks' position on the AGR building rooftop 20 minutes before he fired, per Secret Service timelines.   


White House Rejection and Preventable Tragedies 

In 2023, my partners and I met with key Biden-Harris officials to pitch NASAS: 

  • Vanessa L. Chen, Special Assistant for Gun Policy (Office of Public Engagement/WHO), who received a Thanksgiving 2023 email. 

  • Attorney Harmeet K. Dhillon, 2024 email noting the Administration's "lack of interest" in regrouping efforts post-rejection inquiring to sue. 

  • Stefanie Feldman, Director of the White House Office of Gun Violence Prevention. 

Despite the Act's bipartisan passage and the Administration's public rhetoric on gun violence, both officials dismissed NASAS without substantive review.


I anticipated enthusiasm given Democrats' post-shooting calls for action, but they "blew us off." 

This inaction had deadly consequences: 

  • Lewiston, Maine (October 25, 2023): Robert Card killed 18 and injured 13 at a bowling alley and bar. I informed Ms. Chen that NASAS could have saved at least 8 lives through early alerts to sheltered residents. No response. 

  • Butler Rally (July 13, 2024): Crooks, a 20-year-old lone actor, fired from an unsecured rooftop, grazing your ear and killing Corey Comperatore. NASAS could have enabled instant crowd-sourced reports of Crooks' suspicious activity (e.g., drone scouting hours earlier) and geo-targeted evacuations, preventing the attack. The FBI confirmed Crooks acted alone, underscoring the need for civilian-enabled real-time alerts. 

Fearing further deaths, I contacted Harmeet Dhillon (Dhillon Law Group) in early 2024 to explore suing the Administration for non-compliance with H.R. 6538 and mandating NASAS rollout. Ms. Dhillon declined, citing challenges in enforcement. Tragically, months later, the Butler attempt proved the stakes. 

 

Cover-Up and Broader Implications 

This failure appears covered up: 

  • U.S. Secret Service and FBI investigations into Butler omitted NASAS despite its relevance to alert protocols. 

  • House GOP Oversight Committee probes have not addressed the Act's unimplemented network, allowing preventable risks to persist. 

  • The US Secret Service laughed at my report, and after many attempts the FBI won’t even sit down with me, GOP Oversight has not once responded to my emails or numerous phone calls.  

  • Mr. President, my report was withheld from then candidate Trump running cover for your political opponent's path to the Presidency, election interference on a massive scale, but all is not loss, the midterms.  

NASAS is bipartisan – saving lives transcends politics. Had it been adopted, we might never know if figures like Charlie Kirk (hypothetical reference to potential targets) would be safe today. As a powerful deterrent, it could prevent mass violence and protect high-profile events like your rallies. 


Recommendations and Call to Action 

Mr. President, this is a national security imperative: 

  1. Direct DOJ Implementation: Appoint a NASAS coordinator under H.R. 6538 to integrate it into the national network, partnering with FEMA for WEA compatibility. 

  1. Pilot Deployment: Roll out NASAS for Trump Administration events, providing your detail with enhanced civilian intelligence. 

  1. Oversight Review: Task the AG with investigating the prior Administration's rejection and any cover-up. 

  1. Public Availability: Make NASAS free for all Americans via app stores, complying with the Act's goal of universal access. 

I stand ready to brief you, VP Vance, or Mr. Jivani, Stephen Miller personally and provide full technical demos. Attached: NASAS app screenshot and supporting H.R. 6538 documentation. Please respond promptly – American lives depend on it.

Dear Mr. Luke Levine,Thank you for your response and for confirming receipt of my whistleblower materials on two separate occasions: at the Bowmanville constituency office and directly to Mr. Jivani at the Queens University event.Asconstituent of Bowmanville—Oshawa North (residing in Oshawa north of Taunton Road), I am deeply concerned by the office's position that no action or follow-up is required, particularly given the serious national security implications of the ignored technology—NASAS, a system compliant with U.S. congressional mandate H.R. 6538 that could have prevented the July 13, 2024 assassination attempt on President Donald J. Trump.
The very reason I turned to America with this technology was because the Trudeau Liberals bounced me around like a ping pong ball—making no progress despite outreach to the Prime Minister's Office, the Minister of Public Safety, and every Liberal I contacted.NASAS should also be made available here in Canada as an extra layer of safety to keep Canadian children safe in the nation's schools and all Canadians protected in public spaces.While I understand the jurisdictional limitations you cited, the potential risk to the President's life and broader Canada-U.S. relations (including through Mr. Jivani's close alliance with Vice President JD Vance) warrant at least basic escalation or referral.
In light of the continued inaction and lack of transparency, I intend to bring this matter before the Federal Court of Canada on an expedited basis for judicial review, seeking an order compelling disclosure of the document's status and any actions taken.
Additionally, I will now be reaching out to the press regarding this matter. My intent has never been to harm Mr. Jivani as a politician—my sole focus is protecting lives through implementation of this mandated technology. However, with the bottleneck now clearly identified at your level, I must proceed through the courts and public channels to ensure accountability.This is not adversarial—it is about accountability for a matter affecting public safety across borders.I remain open to resolving this without further escalation and would appreciate any immediate update.
